The Madison Common Council voted 15-4 late Tuesday night to reimburse Madison Police Chief Mike Koval for thousands of dollars in legal fees he used to defend himself against misconduct allegations.

The chief spent $21,000 fighting those citizen complaints, which did not result in any discipline.

The council did add language to the budget amendment that it did not condone Koval’s actions on the day he engaged in a verbal fight with the grandmother of teenager Tony Robinson who was killed by one of his officers.

The police and fire commission found the chief had violated professional standards in that interaction, but that it did not warrant any punishment.
