Dane County simultaneously carries a reputation as the best place to raise children, and the worst place to raise children depending upon the color of one’s skin. As a case in point, the Dane County Juvenile Detention Center comprises 80% youth of color, despite being only 28% of the overall population. How did this happen? And why does it continue to persist?
