Wisconsin Voices, an organization that engages community partners, organizations, and groups to provide long-term collective impact for Wisconsinites, has announced the appointment of David Bowen, a lifelong Milwaukee resident and former Wisconsin State Representative, as its new executive director.

Bowen will lead efforts to unify a statewide coalition of progressive nonprofit partners as executive director, according to a press release from Wisconsin Voices, which focuses on building capacity, supporting year-round civic and voter engagement, convening diverse stakeholders, and driving long-term strategic planning for collective impact.

“David’s extensive experience and unwavering commitment to equity and civic engagement make him the ideal leader for Wisconsin Voices,” said the Wisconsin Voices board of directors announcing the appointment. “His strategic and inclusive leadership will be key to unifying our network and advancing democracy across the state.”

Bowen brings nearly 20 years of experience in government and community relations, public policy, and advocacy to the organization. He served in the Wisconsin State Assembly from 2015 to 2023, representing the 10th District. During his tenure, he earned recognition for his leadership on key committees including Education, Urban Revitalization, Transportation, Children and Families, and as Ranking Member on Corrections. Before his time in the Legislature, Bowen was elected to the Milwaukee County Board of Supervisors in 2012, becoming one of the youngest Black elected officials in local history.

Beyond public office, Bowen has led and supported numerous community-driven initiatives, according to a press release from Wisconsin Voices, and served as program director for Urban Underground’s youth leadership program and contributed to the Medical College of Wisconsin’s Violence Prevention Initiative Steering Committee. Most recently, Bowen was associate state director of advocacy at the nation’s largest nonprofit nonpartisan advocacy organization, where he led lobbying, stakeholder engagement, and issue campaigns impacting millions.

“I’m honored by the Board’s confidence in my leadership at this critical time,” said Bowen in a statement. “We must listen deeply and act boldly. This moment calls for transformative leadership that prioritizes transparency, trust, and collaboration. Together, we will ensure every Wisconsinite has the means, motivation, and freedom to make their voice heard.”
