For the first time, Black women will hold the top two leadership spots on the Madison Common Council.

At its organizational meeting Tuesday, the council swore in two new members — Ellen Zhang, representing District 8 downtown, and Noah Lieberman, representing District 14 on the South Side — and elected Sabrina Madison president and Carmella Glenn vice president, both unanimously.

Madison represents District 17 on the East Side, and Glenn represents District 14 on the North Side.

It’s the first time Black women hold both of those roles.

“Two Black women can lead the Common Council that represents the entire city of Madison, and it also signals to the city, to the greater, larger community, that these alders have faith in two Black women leading this body over the next year,” Madison said.

Glenn, just beginning her second term on the council, said she hadn’t thought about seeking a leadership role but was open to it when approached by Madison.

“I have always moved through this city, especially as a Black woman, with my head down, getting stuff done and not putting myself out in front, because that often puts a bull’s eye on you,” Glenn said. “But if I trust anybody, it’s Alder Madison.”

Madison said she’s most excited to serve as an example.

“We’re going to see a room full of Black girls, sometimes, who are going to see two Black women leading this body,” she said. “I am absolutely turnt for little girls, all girls, but especially those little Black girls who don’t see themselves represented in leadership. That’s hella dope to me.”

Both are elected to a one-year term.
